Down payment assistance programs can help qualified homebuyers cover some or all of their required down payment and, depending on the program, certain closing costs. Assistance may come in the form of a grant, a second mortgage, a deferred loan, a forgivable loan, or other financial assistance.

What are the benefits of down payment assistance?
For many prospective homebuyers, saving enough money for a down payment can take years. Even buyers who have enough income to comfortably afford a monthly mortgage payment may find that accumulating the cash needed upfront is the biggest obstacle to purchasing a home.
Down payment assistance can help reduce that upfront financial burden. Depending on the program and a buyer’s qualifications, DPA may help cover some or all of the down payment requirement and potentially eligible closing costs.
State and local programs can be excellent resources, but eligibility requirements, income limits, funding availability, and other restrictions vary. That’s why it can be helpful to consider multiple DPA options when planning a home purchase.
For buyers who may not qualify for certain state or local programs, MEP Advantage DPA provides another potential solution.
How does the MEP Advantage DPA program work?
The MEP Advantage DPA program is designed to help eligible homebuyers purchase a home using FHA financing while receiving assistance toward the FHA down payment requirement.
Because an FHA loan generally requires a 3.5% minimum down payment, the MEP Advantage DPA program can provide assistance equal to 3.5% of the lesser of the home’s sales price or appraised value. When combined with the FHA first mortgage, the program can provide 100% financing of the home’s sales price, subject to program and FHA guidelines.
The program offers two DPA options:
MEP DPA option 1
Option 1 is a second lien with an interest rate equal to the first mortgage note rate plus 2%. It has a 10-year loan term and may become payable upon the sale of the property, refinance, or payoff. The total DPA amount is 3.5% of the lesser of the sales price or appraised value.
MEP DPA option 2
Option 2 is a 0% interest second lien with deferred payments. No interest accrues, and the loan is forgivable after 10 years, subject to the program’s requirements. The total DPA amount is 3.5% of the lesser of the sales price or appraised value.
Who may qualify for MEP Advantage DPA?
The MEP Advantage DPA program is designed to expand homeownership opportunities for eligible low-to-moderate-income homebuyers. Some of the program’s key features include:
- A minimum FICO score of 600.
- No first-time homebuyer requirement.
- Homebuyer education is required for at least one occupying homebuyer.
- Eligible property types include single-family residences, duplexes, certain manufactured homes, PUDs, townhouses, and certain condominiums. Program eligibility can vary by property type, so buyers should consult their loan officer.
- The program is not available for 3-4 unit properties.
Meeting these general requirements does not guarantee approval. Borrowers must also meet applicable FHA, underwriting, income, property, and program requirements.
